Abstrak

The COVID-19 global pandemic, which began in early 2020, has significantly 
impacted various industries. One of the most affected sectors was the economy, leading to massive layoffs and increased unemployment, making Indonesia's economy fragile. The International Labour Organization (ILO) estimated that over 25 million workers globally were affected by the pandemic. In response, the Indonesian government launched the Kartu Prakerja program to help citizens cope with the economic challenges caused by the pandemic. This program aims to provide training and financial assistance to enhance the skills and competitiveness of the Indonesian workforce. Kartu Prakerja, introduced on March 17, 2020, is available to all Indonesians over 18 who have not completed any formal education. The program targets individuals who are unemployed, seeking jobs, or looking to improve their skills. This study analyzes the gap between the expectations and the actual benefits received by Kartu Prakerja recipients in Bali. Using a quantitative method, data was collected from 100 respondents through questionnaires and secondary sources. The analysis showed a high level of compatibility between expectations and actual benefits, with a conformity rate of 93.17%. The findings indicate that the Kartu Prakerja program in Bali has effectively met the expectations of its recipients, suggesting no significant disparity between expectations and reality. Therefore, the program is deemed successful in fulfilling the needs of the Balinese community.
