Cirebon In Figures: Measuring Regional Fiscal Performance During Economic Recovery

Abstrak

This study aims to evaluate the financial performance of the Cirebon City Regional Government in Fiscal Year 2023 using three main indicators, namely the ratio of independence, effectiveness, and efficiency of Regional Original Revenue (PAD). The independence ratio is used to measure the extent to which the region is able to finance its government activities independently without high dependence on central transfer funds. The effectiveness ratio measures the ability of local governments to realize PAD targets, while the efficiency ratio assesses the level of cost savings in obtaining PAD. This research method uses a descriptive quantitative approach based on data from the realization report of the Cirebon City APBD in 2023. The results of the analysis show that the independence ratio of Cirebon City is 27.23%, indicating a high level of dependence on the central government with an instructive financial relationship pattern. The PAD effectiveness ratio reached 100.19%, which means that the realization of PAD has been achieved and even exceeded the target. Meanwhile, the PAD efficiency ratio of 1.84% reflects the highly efficient cost of PAD collection. These findings indicate that although the effectiveness and efficiency of Cirebon City's financial performance are in the very good category, efforts to increase fiscal independence need to be continued. The implication of this research is the importance of strategies to increase PAD through strengthening local financial governance and optimizing local economic potential
